University Policy, Rules and Public Records Office

University Policy, Rules and Public Records Office (UPRPR) is responsible for the development of university policy and rules (Washington Administrative Code) and the processing of public records requests.

University Policy, Rules and Public Records Office is responsible for facilitating the university’s policy framework, including working collaboratively with policy owners, senior leaders, and stakeholders to ensure university policies and procedures are effectively established, maintained, reviewed, communicated, and aligned with strategic goals, leadership decisions values, and statutory or legislative changes. The Director of University Policy, Rules and Public Records oversees policy development, policy process improvement, developing strategies to enhance implementation of policies, and serves as the subject matter expert on university policy development. 

The Director, UPRPR serves as the Rules Coordinator for the university. This role and office manage the University’s rule-making process, which includes the review, creation, amendment, and repeal of the University’s Washington Administrative Code rules (Title 478 WAC) by working with units across the university, the Attorney General’s Office, and the Office of the Board of Regents to promulgate the rules for final adoption.

With regards to processing public records, University Policy, Rules and Public Records Office manages the public records program in compliance with the Public Records Act and other applicable laws
