Facilities Development & Operations oversees all aspects of the university’s built environment, including planning, space management, capital budget, physical development, operations, preservation, and maintenance. In addition, FDO manages outdoor maintenance and groundskeeping, along with transport, moving, surplus, and recycling services.

Campus Utilities & Sustainability

Campus Utilities & Sustainability oversees facilities and operations related sustainability initiatives and manages and reports on electricity, natural gas, steam, water, and solid waste on campus.
Capital Budget & Public Works Procurement

Capital Budget & Public Works Procurement manages the State Capital Budget Request, State capital funds and associated reporting and auditing, all financial transactions tied to capital projects, and procurement of public works contracts.

Capital Development oversees project delivery and construction management on major public works projects that support Western's educational mission.

Capital Planning & Design provides long-term strategic planning to ensure campus development aligns with Western's values, strategic goals, and educational priorities.
Communicati-ons & Customer Service

Communications & Customer Service provides intake, dispatch, and support for service, access, and project requests, performs community outreach, and answers questions regarding project and construction goals, progress, and impacts.

Associate Vice President (AVP) for Facilities Development & Operations
Traci Brewer-Rogstad, the Associate Vice President (AVP) for Facilities Development and Operations (FDO), brings 27 years of expertise in facilities, operations, and construction projects, and planning. Previously, she has held several leadership roles in school districts and the state ferry system, focusing on facility management, capital planning, operations and construction delivery. As a WWU alum, Traci enjoys leading and collaborating with her team to streamline processes, enhance operational efficiency, and support the university’s strategic goals.
